The California County Educational Technology Consortium (CCETC) is the largest buying and licensing consortium of instructional media in the country. Operating under a Joint Powers Agreement among fifteen county offices representing hundreds of thousands of California students, CCETC welcomes the participation of California County Offices of Education to participate in a variety of collaborative efforts, including CaliforniaStreaming.

In order to support and enhance teaching and learning by providing students and teachers with the highest-level access to quality and relevant instructional resources in a cost effective manner, the purpose of CCETC is: to research, acquire, promote, develop, and manage standards-based instructional resources, with an emphasis on digital resources; to provide research and development of effective instructional resource distribution systems; to enter into contracts to acquire, hold, and distribute technology and media resources in a centralized, cost-effective manner that enhances each member county's buying power; and to provide pro-active leadership and work with other entities and state agencies in the communication, coordination, and collaboration of scalable projects.
